I have an '06 Mazda 3s 5 door and I live in a pretty snowy region. I had a lot of trouble last year so I need to buy winter tires cuz the 17"OE all seasons are the worst tires ever made. If I buy 16" winter tires then I have to buy new rims too. Does it really make that much of a difference or should I just buy the 17" winter tires?

Where I live most people have 2 sets of rims for their cars for the simple convenience when it’s time to switch between summer and winter tires and for the greater choice of snow tires available in the smaller sizes. Just make sure that the overall circumference remains close to stock.
Having said that, you don’t need to do it. Until recently you couldn’t find a proper 17″ snow tire, but this is no longer the case. There are now some really good snow tires available in this size. For example, a good buddy of mine just installed studded Hakka 5’s on his M3. I suspect he won’t have too much trouble getting around this winter 😀
